WASHINGTON —The chair of a major U.S. Senate transportation committee wants to replace the federal fuels tax with a sales tax on oil at refineries, a move she says will provide a better way to boost construction of the nation's roads, bridges and highways and avoid the bankruptcy of the Highway Trust Fund.
