Surface Transportation Board Names Lucille L. Martin as Agency's Top Government Relations and Public Affairs Official
STB Chairman Daniel R. Elliott III today named Lucille L. Marvin as the director of the Office of Public Assistance, Governmental Affairs, and Compliance. The office manages the agency’s outreach to public officials, stakeholders and the media, and provides formal and informal mediation and dispute resolution services.
Marvin had been serving as Acting Director of the department since July. She previously served as deputy director of OPAGAC since coming to the Board in 2008. From 2003 to 2008 she served as legislative counsel and attorney-adviser at the Federal Maritime Commission. Before that, she served as a legislative assistant to two Members of Congress, Mark E. Udall (Colo.) and David E. Skaggs (Colo.).
Marvin also taught geography and German at a Baltimore middle school for two years as a member of Teach for America.
Marvin earned a law degree from Georgetown University and graduated cum laude with a Bachelor’s degree from Kansas State University, where she was a member of Phi Beta Kappa.
She lives with her family in Washington, D.C.
