The maritime regulator said it needs additional information because the proposal “lacks sufficient detail to allow for a complete analysis of potential competitive impacts.”
The port will berth vessels at its smaller Ocean Terminal two miles downriver from the main Garden City terminal in order to cut waiting times outside the port and reduce ship backlogs.
Ports across the continent are struggling to clear bottlenecks as containers stack up in terminals and delay inland and feeder connections.
