LA-LB terminals move toward truck appointments

In a high-risk, possibly high-reward attempt to manage truck flow and reduce congestion, 10 of the 13 container terminals in Los Angeles-Long Beach on Thursday adopted a trucker appointment system action plan with the goal of establishing a system of appointments throughout the harbor beginning in 2016.

Safety data show long-term drop in trucker hours violations

A review of federal safety data show the number of citations roadside inspectors handed to truckers for violating hours-of-service rules declined significantly from 2011 through 2014, especially for driving beyond the daily 11-hour limit. However, there was an uptick in some logbook violations, including falsified logs, in fiscal 2014.

The 28 percent drop in retail diesel fuel prices in the second quarter cut shipper transportation expenses and boosted trucking profits, with the publicly owned motor carriers tracked by JOC.com increasing their combined operating profit by 13 percent. Higher sustainable profits in turn fuel the expansion of capacity needed by shippers.

The surge in freight traffic that began in April dissipated in July, as shipments dropped 1.6 percent from June, the latest Cass Freight Index shows. That's a normal seasonal trend, Cass said, pointing out that volumes are still higher than in 2013 and the early economic recovery.
