US Congress set to pass port bill, but funding shake-up still undecided

The US House of Representatives’ passage of a water resources bill improves the chances for the ports of Everglades and Charleston gaining federal funding for harbor-deepening projects, but it's still up to legislators to decide whether, or how, to dramatically shake-up how port projects such as those get funded in the first place.
